The approval and bringing into force of the agreement on social security with the Oriental Republic of Uruguay

What is proposed
Workers and self-employed persons posted temporarily to the other country for up to two years will remain covered by the pension insurance of their home country, eliminating double pension insurance contributions. Insurance periods completed in either country will, where necessary, be aggregated to qualify for pension rights. In addition, the agreement safeguards the payment of accrued earnings-related pensions to a pensioner residing in the other country.
What it means
The change benefits workers moving between the countries and the companies employing them, such as Finnish companies that have made industrial investments in Uruguay. Between 2020 and 2025, more than 360 workers posted to Uruguay were reported to Kela, and the agreement is estimated to affect several hundred people. The aggregation of insurance periods helps in particular those applying for a pension from Uruguay, as the country's domestic legislation requires an insurance period of up to 30 years. The proposal has no direct impact on central government finances, as it concerns earnings-related pensions.

Key points of the debate
The debate addressed the social security agreement between Finland and Uruguay, which coordinates the two countries' pension systems and prevents double pension insurance contributions. The proposal met with complete consensus among parliamentary groups and was considered important for bilateral economic relations and mobile workers. As a side issue, views were exchanged on the backlog of legislative bills and the division of labour between committees.

— Karoliina Partanen - Finns PartyIn favour
The agreement is very sensible, as it clarifies pension provision for mobile workers and makes it easier for companies to post employees abroad.
”Minä haluan kanssa lyhyesti todeta, että tämä Suomen ja Uruguayn välinen sosiaaliturvasopimus vaikuttaa olevan hyvin järkevä.”
— Mikko Lundén - Social DemocratsIn favour
The proposal is justified and an important improvement to social security, because it removes the pension problems caused for posted workers by Uruguay's strict 30-year employment requirement.
”Tähän epäkohtaan on järkevää ollut hakea kahdenvälisissä neuvotteluissa ratkaisua.”
