What is proposed
Finland will bring into force the provisions falling within the scope of legislation of the CETA trade agreement between the EU and Canada. The agreement removes customs duties on industrial products, liberalises trade in the majority of agricultural products, opens up public procurement, and establishes a new permanent investment court to resolve disputes.
What it means
The reform will improve market access and reduce bureaucracy for more than 4,000 Finnish companies trading with Canada, and lower the prices of imported products for consumers. At the same time, Finland will retain the right to regulate its public health and social services and education services.
How Parliament voted
The budget is not voted on as a whole. Parliament voted 1 times on individual appropriations and opposition alternatives, and the budget was adopted on the basis of those votes.
A passed act does not enter into force immediately: the President of the Republic confirms it, and it enters into force on the date set in the act. This act was confirmed on 10 Aug 2018.

Key points of the debate
The debate focused on approving the free trade agreement between the European Union and Canada and its impacts. The proposal provoked significant controversy, particularly due to the new investment court model and investor protection. Supporters saw the agreement as essential support for exports and rules-based trade, while opponents feared it would narrow national decision-making power and threaten environmental regulation.
- Does the investment court system weaken the state's democratic decision-making power in favour of foreign companies?
- Does the agreement pose risks to Finnish environmental and mining legislation as well as public services?
- Are the commercial benefits derived from the agreement sufficient in relation to its legal risks?
- National Coalition PartyIn favour
The agreement is an important breakthrough in favour of free trade and rules-based trade policy against protectionism, and it creates a modern, independent dispute resolution system.
”Sanoisin myös, että Euroopan kauppapolitiikka ja kauppasuhteet ovat seuraavan vuoden aikana tienhaarassa.”
— Kai Mykkänen - Centre PartyIn favour
The trade agreement opens up significant new export opportunities for Finnish expertise, and the permanent court system with its right of appeal safeguards the rules of international trade.
”Lähetekeskustelussa oleva Suomen ja Kanadan välinen vapaakauppasopimus on mielestäni erittäin hyvä ja kannatettava.”
— Hannu Hoskonen - Blue ReformIn favour
Removing barriers to free trade on industrial and agricultural products benefits the Finnish export industry and creates jobs in accordance with the national interest.
”Vapaakauppa on sinisille lähtökohtaisesti kannatettavaa, kun se huomioi meidän kansallisen edun.”
— Simon Elo - Finns PartyAgainst
Although the dismantling of trade barriers is welcome, the transnational investment court created by the agreement transfers national judicial power away from Finland and weakens state sovereignty.
”Niinpä kannatankin esitettyä hylkäysehdotusta.”
— Jani Mäkelä - Social DemocratsIn favour
The agreement supports Finland's exports and economy, and in addition represents progressive trade policy, provided that national protection for health services and natural resources is ensured.
”Hallituksen esitys Euroopan unionin ja Kanadan välisen laaja-alaisen talous- ja kauppasopimuksen, CETAn, ja sen määräysten voimaansaattamislain hyväksymisestä on kannatettava.”
— Tytti Tuppurainen - GreensAgainst
The investor protection and dispute resolution procedure contained in the agreement give large corporations unreasonable power and the opportunity to pressure the state regarding the development of environmental and social legislation.
”Minäkään en kannata tämän sopimuksen hyväksymistä.”
— Satu Hassi - Left AllianceAgainst
The agreement cedes democratic decision-making power to multinational corporations and an investment court, which weakens the state's ability to protect the environment, public services, and labour rights.
”Investointisuoja on tarpeeton, ja tämä sopimus tulisi hylätä.”
— Silvia Modig - Swedish People's PartyIn favour
Fair and clear rules of free trade safeguard the operating conditions of Finnish companies and promote overall well-being in international trade.
”Säännöt vapaakauppaan ovat erittäin tärkeitä, jotta vapaakauppaa voitaisiin edistää ja lisätä, mikä on tietenkin hyvin hyvin tärkeää meidän kaikkien hyvinvoinnille.”
— Eva Biaudet - Christian DemocratsIn favour
Trade liberalisation is positive for an open and export-driven economy, provided that the competitive situation and fair rules of the game are equal for all.
”Suomelle avoimena vientivetoisena taloutena kaupan vapautuminen on sinällänsä positiivinen ja hyvä asia, kunhan näistä oikeudenmukaisista pelisäännöistä voidaan pitää kiinni.”
— Sari Essayah
