What is proposed
The obligation for municipalities to draw up a climate plan once per council term will be repealed from the Climate Act, and the scope of application of the act will be restricted to state authorities only. The statutory duty of the Finnish Environment Institute to maintain an emissions data service for municipalities will be retained.
What it means
The amendment will enter into force on 1 January 2025 and will lighten the administrative burden on municipalities and reduce statutory duties, especially in small and medium-sized municipalities. As a saving for central government finances, the previous annual appropriation of around 2.8 million euros, from which grants were awarded for preparing the plans, will be eliminated. At the same time, assignments for environmental expert services and consultancy firms will decrease, and differences between municipalities in climate action and adaptation measures may grow.

Key points of the debate
The debate focused on abolishing the statutory climate plan obligation for municipalities and phasing out the related government grants. The government parties considered the proposal a necessary measure to dismantle municipal bureaucracy and generate savings, whereas the opposition believed it would undermine the achievement of Finland's climate targets and create erratic legislation. The proposal divided opinion strongly and prompted a broad debate on national climate policy.
- Is a statutory obligation necessary to speed up municipal climate action?
- Does drawing up plans cause excessive bureaucracy and costs for municipalities?
- Will abolishing the obligation and government grants weaken the achievement of Finland's climate targets?
- Is repealing a recently enacted law harmful zig-zagging?
- National Coalition PartyIn favour
The group considers it sensible to cut administrative obligations and costs for municipalities. Climate work is most fruitful and effective when municipalities carry it out voluntarily on their own terms.
”Suomalaisen itsehallinnon kannalta en välttämättä näe, että velvoite on aina onnistunein mahdollisuus.”
— Kai Mykkänen - Finns PartyIn favour
According to the group, the obligation to draw up plans is unnecessary bureaucracy that ties up scarce municipal resources away from basic services. Municipalities must be allowed to decide on their own actions without state compulsion.
”Velvollisuus sitoo tällä hetkellä kunnissa huomattavia määriä resursseja, ja se on mielestäni perusteltua purkaa.”
— Mikko Polvinen - Social DemocratsAgainst
The group opposes repealing the obligation, as it weakens the long-term continuity of climate action and places especially small municipalities in an unequal position. The proposal sends the wrong signal about the importance of climate work.
”Suomen hallitus valitsee perääntymisen, kun meidän pitäisi sen sijaan nostaa kunnianhimoa.”
— Johan Kvarnström - Centre PartySplit
The group's views were divided: some MPs considered abolishing the recently enacted obligation and funding to be erratic politics, while others regarded the mandatory plan as a waste of resources that burdens municipalities.
”Ilmastosuunnitelman velvoitteen kumoaminen näin nopeasti on poukkoilevaa ja huonoa lainsäädäntöä.”
— Vesa Kallio - GreensAgainst
The group strongly opposes the proposal, arguing that municipal solutions are crucial for emissions reductions and that the plans would bring much-needed systematic structure to the work. Dismantling a recently enacted law undermines the predictability of climate policy.
”Olen pettynyt, että Orpon hallitus haluaa poistaa ilmastolaista kunnilta velvoitteen laatia ilmastosuunnitelma.”
— Jenni Pitko - Left AllianceAgainst
The group opposes the proposal and calls for its rejection, as it weakens the Climate Act and jeopardises the achievement of emissions targets. Repealing the obligation before its implementation and before results can be assessed is short-sighted.
”Hallitus on nyt poistamassa kunnilta niiden velvollisuuden ilmastosuunnitelman laatimiseen eli heikentämässä ilmastolakia, mikä vaikeuttaa meidän ilmastopolitiikkaa.”
— Mai Kivelä
