Eduskunnan päätöksen mukaisesti: muutetaan julkisista hankinnoista ja käyttöoikeussopimuksista annetun lain (1397/2016) 174 §:n 3 ja 5 momentti seuraavasti:
174 §Siirtymäsäännökset
Tämän lain 15 §:n 1 momentissa säädettyä prosenttiosuutta ja euromääräistä rajoitusta sekä 15 §:n 3 ja 4 momenttia sovelletaan muihin kuin sosiaali- ja terveyspalvelujen alalla toimiviin sidosyksiköihin vasta 1 päivästä tammikuuta 2019. Mainittua prosenttiosuutta ja euromääräistä rajoitusta sekä 15 §:n 3 ja 4 momenttia sovelletaan sosiaali- ja terveyspalvelujen alalla toimiviin sidosyksiköihin vasta 1 päivästä tammikuuta 2023.
Muiden kuin tai sosiaali- ja terveyspalvelujen alalla toimiviin sidosyksiköihin ja hankintayksiköihin sovellettava 15 §:n 1 momentissa ja 16 §:n 1 momentissa tarkoitettu prosenttiosuus on 10 prosenttia 31 päivään joulukuuta 2018 saakka. Jätehuollon alalla toimiviin sidosyksiköihin ja hankintayksiköihin sovellettava 15 §:n 1 momentissa ja 16 §:n 1 momentissa tarkoitettu prosenttiosuus on 15 prosenttia 31 päivään joulukuuta 2017 saakka.
