Abolishing the employer training deduction

Acts amending the Act on Economically Supported Development of Professional Competence and section 2 of the Act on Compensation for Training

The tax deduction for training for businesses and agricultural employers will be abolished, which is why the scope of application of the act on the development of professional competence will be narrowed. The act and the associated training compensation will apply only to public bodies and non-profit operators, such as municipalities, higher education institutions and organisations.

What is proposed

The scope of application of the Act on Economically Supported Development of Professional Competence will be restricted so that it will apply only to employers entitled to training compensation and to their personnel. References to the Business Tax Act and the Agricultural Income Tax Act related to the employer's training deduction will be removed from the Act on Compensation for Training and the Act on the Development of Professional Competence.

What it means

The amendments will enter into force on 1 January 2025. Private sector companies and agricultural employers will be removed from the scope of the act following the abolition of the training deduction, and will no longer be subject to the statutory training planning or discussion obligation. The training compensation scheme and its conditions will remain unchanged for employers that have not been entitled to the tax deduction, namely municipalities, wellbeing services counties, parishes, universities, universities of applied sciences, associations and foundations.

Key points of the debate

The debate focused on the abolition of the training deduction for businesses and agricultural employers and its impact on employees' skills. The Government considered the proposal a necessary savings measure and a technical adjustment resulting from amendments to tax legislation. The opposition strongly opposed the proposal and considered that it would further weaken skills development in working life.

  • Will the abolition of the training deduction weaken employees' opportunities for continuous learning and competence development?
  • Should the deduction have been developed and made more effective rather than abolished?
  • Are repeated cuts to vocational education and training eroding the prerequisites for Finland's economic growth?
  • The government party considered the change a necessary fiscal savings measure and the bill a technical consequence of repealing the tax deduction. Training compensation will still be retained for public bodies.

”Pääministeri Petteri Orpon hallituksen kehysriihessä on tehty päätös työnantajan koulutusvähennyksen poistamisesta.”
    — Arto Satonen
  • The group opposed the proposal and demanded its rejection, as abolishing the deduction reduces companies' incentives to provide targeted training and continues the Government's harmful line of education cuts.

”Koulutusvähennyksen poistaminen osana osaamisen kehittämistä on jatkumo Orpon oikeistohallituksen aikaisemmille koulutusleikkauksille.”
    — Lauri Lyly
  • GreensAgainst

The group criticised the cuts to competence development tools at a time when Finland's skill levels and productivity should be raised, without the Government providing compensatory measures in place of the cuts.

    — Hanna Holopainen
  • The group opposed abolishing the training deduction, considered the savings short-sighted and supported rejecting the bill.

”Edellä mainituin perustein koulutusvähennyksen käyttöä olisi tullut jatkaa. Kannatan edustaja Lylyn hylkäysesitystä.”
    — Pia Lohikoski

Main content of the bill (official)
Ehdotetut lait on tarkoitettu tulemaan voimaan 1.1.2025.
