What is proposed
The lower limit for the general property tax rate will be raised to 0.93 per cent and the lower limit for permanent residential buildings to 0.41 per cent. The rate range for holiday homes and other non-permanent residential buildings will be set at 0.93–1.80 per cent. The rate range for unbuilt building sites will rise to 2.00–6.00 per cent, and in certain municipalities in the Greater Helsinki area it must be at least 3.00 percentage points higher than the general property tax rate.
What it means
The change will increase municipal property tax revenue by an estimated 50 million euros in 2017, with around 60 per cent of the additional revenue coming from Helsinki and Espoo. The mandatory increase affects 90 municipalities for the general property tax, 53 municipalities for permanent dwellings, and 40 municipalities for holiday homes. The tax burden will increase for owners of properties, plots and holiday homes, which will also be reflected in rents. The act will be applied for the first time in property taxation carried out for 2017.

Key points of the debate
The debate centred on raising the lower limits of property tax and forcing municipalities to implement tax increases. Government parties considered the proposal a necessary measure to strengthen municipal finances and provide municipalities with stable revenue. The opposition, meanwhile, opposed the proposal, arguing that it would drive up housing costs excessively, especially in the Greater Helsinki area, in the middle of a broader property tax reform.
- Will raising the lower limits increase housing costs unreasonably in growth centres?
- Should a comprehensive property tax reform have been awaited instead of tax increases?
- Does setting lower limits for property tax undermine municipal self-government?
- National Coalition PartyIn favour
Property tax provides municipalities with a stable and predictable revenue base, and raising the lower limits levels out tax differences between municipalities fairly.
”Kiinteistövero on sen sijaan tuotoltaan varsin vakaa, ja se on tietysti parempi.”
— Timo Heinonen - Finns PartyIn favour
The proposal shifts the focus of taxation in the right direction and helps balance municipal finances, even though there are details concerning regional impacts to be taken into account.
”Tavoitteena on siirtää verotuksen painopistettä tuloverotuksesta muun muassa kohti kiinteistöverotusta, joten tässä mielessä tämä kiinteistöverotuksen alarajojen nosto on ymmärrettävä toimenpide”
— Sami Savio - Centre PartyIn favour
Raising the lower limit helps municipalities obtain necessary revenue, although there is still room for improvement in determining taxable values of properties and taking into account ability to pay.
”Tämä kiinteistöverojen muuttaminen, alarajan hienoinen korotus, on kieltämättä korotus, ja se menee kuntien hyväksi ainakin osittain”
— Hannu Hoskonen - Social DemocratsAgainst
The Government's repeated forced increases raise housing costs and fall heavily on low- and middle-income earners while a comprehensive property tax reform is under preparation.
”Me kannamme hyvin vakavaa huolta siitä, että tällä tuplanostolla, kaksi vuotta peräkkäin pakkonostolla, jälleen kerran asumisen hintaa nostetaan, ja siksi emme pidä hyvänä tätä hallituksen esitystä.”
— Pia Viitanen - GreensIn favour with reservations
Raising the lower limits can be supported due to the stability and steering effect of property tax, but the system must be reformed to curb the rise in housing costs.
”Vaikka kannatan kiinteistöveron alarajojen korotuksia hallituksen esittämällä tavalla, itse kiinteistöveroa tulee uudistaa.”
— Touko Aalto - Left AllianceIn favour with reservations
The group saw problems in the proposal and agreed with the statements put forward by the Greens regarding a comprehensive property tax reform and the concern over safeguarding affordable housing.
”Kannatan edustaja Aallon tekemiä lausumaehdotuksia. Hän kävi ansiokkaasti läpi tähän esitykseen liittyviä hyviä ja huonoja, ongelmallisia, puolia.”
— Li Andersson - Swedish People's PartyAgainst
The mandatory raising of lower limits curtails municipal self-government and worsens the position of residents, especially in expensive residential areas of the Greater Helsinki area.
”Ruotsalaisen eduskuntaryhmän mielestä kiinteistöveron tulisi myös jatkossa olla kunnallinen vero, jossa kunnat saavat itse määritellä veron tason omien paikallisten tarpeiden mukaan.”
— Mats Nylund - Christian DemocratsAgainst
Raising the lower limits of property tax weakens the purchasing power and housing conditions of low-income earners; instead, the tax base should be strengthened by updating building register data.
”Kristillisdemokraattinen eduskuntaryhmä kannattaa Pia Viitasen tekemää hylkyesitystä.”
— Peter Östman
