Temporary cut to fuel distribution obligation
Act amending and temporarily amending the Act on Promoting the Use of Renewable Fuels for Transport
The distribution obligation for the renewable share of transport fuels is temporarily reduced for 2023 to ease fuel price pressures. The emission reductions not achieved will be made up for by raising the distribution obligation between 2024 and 2030.

What is proposed
The distribution obligation will be reduced by 7.5 percentage points to 13.5 per cent in 2023. Between 2024 and 2030, the obligation will be tightened so that it rises to 28 per cent in 2024 and 34 per cent in 2030. In addition, exceeding the 2023 obligation may be carried over in full to 2024, and the Energy Authority will be granted the right to disclose supervisory data to the Government of Åland.
What it means
The reduction will curb consumer fuel prices in 2023 by an estimated 10 cents per litre for diesel, easing costs for motorists and transport companies. Tightening obligations from 2024 will raise fuel prices, but will accelerate emissions reductions and investments in renewable fuels. Central government fuel tax revenues are estimated to increase by 73 million euros in 2023 and decrease in subsequent years. The act enters into force on 1 January 2023.
How Parliament voted
The act ultimately passed without a vote: no MP proposed rejecting it in the final reading. The votes concerned details of the act.

Key points of the debate
The debate addressed the temporary reduction of the transport fuel distribution obligation for 2023 and the tightening of the obligation in subsequent years. Although easing the obligation was considered necessary in the exceptional energy situation, the proposal proved controversial because of sharp increases and price impacts in subsequent years.
- Will the future increases in the distribution obligation raise fuel prices and inflation too much?
- Is the one-off increase in the distribution obligation for 2024 too large?
- Should Finland apply to the EU for a derogation from the minimum level of the distribution obligation?
- National Coalition PartyIn favour with reservations
The National Coalition Party (NCP) supported the temporary reduction of the distribution obligation for 2023, but considered the one-off increase for 2024 too drastic and opposed locking in the level for 2030.
”Kokoomuksen valiokuntaryhmä katsoo, että tässä kohtaa on perusteltua pitää nykylain mukainen jakeluvelvoitetaso vuodelle 2024.”
— Sanni Grahn-Laasonen - Finns PartyAgainst
The Finns Party (Finns) opposed the proposal because tightening the distribution obligation in future years would raise fuel prices, accelerate inflation and cause transport poverty.

1) 20,0 prosenttia vuonna 2020;
2) 18,0 prosenttia vuonna 2021;
3) 12,0 prosenttia vuonna 2022;
