What is proposed
The annual increases linked to the cost-of-living index and the index of wage and salary earnings for the appropriation paid to Yleisradio Oy from the State Television and Radio Fund will not be made in 2025–2027.
What it means
The amendment affects Yleisradio Oy, whose funding in 2025–2027 will remain at the 2024 level (approximately 593.7 million euros per year). As the cost level rises, this will reduce Yle's funding by an estimated 16 million euros in 2025, 31 million euros in 2026 and 47 million euros in 2027, or cumulatively by approximately 94 million euros, requiring the company to adjust its operations. The act will enter into force on 1 January 2025.
How Parliament voted
The bill passed without a vote – no MP proposed rejecting or amending it in plenary.

Key points of the debate
The debate addressed the freezing of index increases in funding for the Finnish Broadcasting Company (Yle) for 2025–2027. The proposal was based on an agreement reached by a parliamentary working group, which most parliamentary groups supported as a compromise to consolidate public finances and ensure Yle's operational stability. Some MPs considered the cuts too severe and expressed concern about their impact on programming and regional operations.
- How much is it justified to cut funding for the Finnish Broadcasting Company to balance public finances?
- Will the cuts weaken Yle's programme content, regional presence or psychological crisis preparedness?
- Is preserving full parliamentary consensus necessary to safeguard Yle's independence?
- National Coalition PartyIn favour
The group supported the proposal as a responsible consolidation measure and emphasised the value of parliamentary agreement and the need to increase transparency in Yle's use of funds.
The group considered Yle's participation in austerity measures completely necessary and pointed out that Yle is large in relation to population compared to other Nordic countries.
”Hallitus on tehnyt sopeutustoimia lähes yhdeksän miljardin edestä.
— Rami Lehtinen - Swedish People's PartyIn favour
The group supported the parliamentarily negotiated compromise, which consolidates finances while safeguarding Yle's societal role and minority-language services.
— Mikko Ollikainen - Christian DemocratsIn favour
The group considered the savings expected and supported the proposal as well as the working group's guidelines on increasing transparency and purchases of domestic productions.
— Mika Poutala - Social DemocratsIn favour with reservations
The group accepted the cuts with reservations as part of a parliamentary compromise, but expressed concern about the effects of the savings on Yle's regional operations and programme acquisitions.
— Pia Viitanen - GreensIn favour with reservations
The group considered the cuts regrettable and their timing tight, but accepted the solution to preserve a long-term outlook and editorial independence.
”Tärkeänä pidän tätä parlamentaarista sopua tämän Yleisradion riippumattomuuden näkökulmasta ja sananvapauden turvaamisen näkökulmasta.”
— Jenni Pitko - Left AllianceSplit
The group's views were divided: on the one hand, the compromise was accepted as the lesser evil to safeguard parliamentary tradition, while on the other, the cuts were opposed entirely because of their weakening effect on content.
— Johannes Yrttiaho
