What is proposed
The additional tax deduction for research and development cooperation costs will be increased from 50 per cent to 150 per cent, and the validity of the act on the deduction will be extended by two years until the end of 2027. In addition, a technical amendment will be made to the Transfer Tax Act to enable decisions and documents to be served electronically.
What it means
The amendment will benefit businesses engaged in business activities or agriculture that engage in R&D cooperation with research organisations. Taxpayers can deduct eligible expenses in taxation at 2.5 times the actual costs, and the deduction applies especially to expenses up to 333,333 euros (the annual maximum remains 500,000 euros and the minimum threshold 5,000 euros). The amendment will enter into force on 1 January 2022 for tax years 2022–2027 and is estimated to reduce corporate tax revenues by around 11–19 million euros per year, which will be compensated to municipalities through their apportioned shares of corporate tax.
How Parliament voted
The act ultimately passed without a vote: no MP proposed rejecting it in the final reading. The only vote concerned a detail of the act.

Key points of the debate
Parliament debated a significant increase in the tax deduction for research and development activities and the extension of its validity. The general direction of the proposal was widely supported across government and opposition lines to boost R&D investments. However, debate was prompted by whether the tax deduction should also have applied to companies' own internal development expenses rather than only research cooperation.
- Should the tax deduction also cover companies' own direct R&D expenses rather than just research cooperation?
- Are tax incentives the most effective way to support R&D activities compared to direct subsidies and basic research?
- Should the tax deduction be permanent and its maximum amount higher than currently?
- Social DemocratsIn favour
The Social Democrats supported increasing the deduction and extending its validity as an important means to strengthen expertise and promote research cooperation, particularly for SMEs.
”Yleisesti ottaen valiokunta pitää hyvin tärkeänä, että tätä lisävähennystä kehitetään ja voimassaoloa jatketaan.”
— Pia Viitanen - Centre PartyIn favour
The Centre Party considered the proposal a very good and long-term means of strengthening cooperation between businesses and research institutes.
”Pidän, arvoisa puhemies, tätä esitystä tärkeänä ja hyvänä.”
— Annika Saarikko - Left AllianceIn favour with reservations
The Left Alliance supported increasing R&D funding, but was cautious about tax incentives instead of direct subsidies and funding for basic research.
”Vasemmistoliitto kannattaa tki-tukien nostoa, mutta me kyllä suhtaudumme hieman kriittisesti näihin yritysten verotukiin”
— Pia Lohikoski - National Coalition PartyIn favour with reservations
The National Coalition Party regarded the proposal as a step in the right direction, but considered it insufficient and demanded a broader and permanent R&D tax deduction that would also cover companies' own expenses.
— Paula Risikko
