What is proposed
Parliament approves the NATO co-operation agreement on atomic defence information and brings into force the provisions of a legislative nature required by it. The agreement creates a binding legal framework and sets strict information security requirements for the handling of atomic defence information between the United States, other NATO countries and the organisation's bodies.
What it means
The amendment will give Finnish authorities access to information related to NATO's nuclear deterrence and defence against nuclear weapons, but the agreement does not transfer or station nuclear weapons in Finland. The impacts and strict security and briefing obligations primarily affect the Ministry for Foreign Affairs, the Ministry of Defence and the Finnish Defence Forces, as well as industrial operators participating in any classified projects.
How Parliament voted
The bill passed without a vote – no MP proposed rejecting or amending it in plenary.

Key points of the debate
Parliament debated Finland's accession to NATO's ATOMAL agreement, which enables the sharing of classified atomic defence information. The proposal itself received unanimous support from all parliamentary groups as an essential part of membership in the defence alliance. However, discussion was prompted by Finland's broader nuclear weapons policy and the question of dismantling restrictions in national legislation.
- Should Finland amend the Nuclear Energy Act and remove national restrictions concerning nuclear weapons?
- Should Finland prohibit the transit and stationing of nuclear weapons on its territory, following the example of other Nordic countries?
- National Coalition PartyIn favour
The National Coalition Party welcomed the approval of the agreement as a logical step and pointed out that Finland should not set preconditions for the defence alliance's security guarantees and nuclear deterrence.
”Tämä on tärkeä, tervetullut sopimus ja vie meidän Nato-jäsenyyttämme eteenpäin.”
— Timo Heinonen - Finns PartyIn favour
The Finns Party supported the agreement as an essential part of NATO membership and considered that Finland should not impose self-inflicted restrictions through legislation on collective defence or the maintenance of deterrence.
”ATOMAL-sopimukseen olemme sitoutuneet liittyessämme Natoon. Näin ollen hallituksen esitys on kannatettava.”
— Jari Ronkainen - Social DemocratsIn favour
The Social Democrats supported the proposal and participation in information sharing, but emphasised taking national considerations into account and continuing to keep Finnish territory free of nuclear weapons.
”Mutta jos me luopuisimme ydinaseettomuudesta omalla maaperällämme, me asettaisimme itsemme aivan toisenlaiseen positioon kuin missä perinteisesti olemme olleet.”
— Mika Kari - Centre PartyIn favour
The Centre Party supported the proposal as an important step and expressed readiness to consider making the Nuclear Energy Act more flexible in order to maximise Finland's security and exercise co-operation.
”Tämä esitys on hyvä, se on oikea askel ja yksi osa sitä lainsäädäntöä, jota Naton myötä meille tulee.”
— Mikko Savola - GreensIn favour
The Greens considered investing in defence necessary in the tense security situation, but pointed out that the ultimate goal is global nuclear disarmament.
”Elämme tunnetusti jännitteisiä ja aika synkkiäkin aikoja, ja siksi on ollut välttämätöntä, että Euroopan ja Suomen puolustukseen satsataan enemmän ja Ukrainaa tuetaan aseellisesti.”
— Oras Tynkkynen - Left AllianceIn favour
The Left Alliance considered the information exchange agreement sensible and necessary, but stressed that Finland must retain its legislation prohibiting the stationing of nuclear weapons.
”Mutta, arvoisa puhemies, tämä on tietysti järkevää, tämä sopimus on välttämätön allekirjoittaa.”
— Jussi Saramo
