What is proposed
The indoor and outdoor premises of all food and beverage service businesses will be temporarily closed to customers from 8 to 28 March 2021 in regions at the acceleration and community transmission stages. The closure does not apply to staff canteens or takeaway sales, and compliance with the obligation will be monitored by the police using coercive measures.
What it means
The change suspends customer service in thousands of restaurants and cafés, leading to extensive layoffs of workers in the sector and losses of income for businesses. To cover losses caused by the closure, the Government is preparing a separate financial compensation scheme for businesses, with compensation estimated at around 50 million euros.
How Parliament voted
The act ultimately passed without a vote: no MP proposed rejecting it in the final reading. The votes concerned details of the act.

Key points of the debate
Parliament debated the temporary closure of restaurants to customers in areas where the coronavirus epidemic is in the acceleration and community transmission stages. Almost all parliamentary groups considered the closure necessary to safeguard the carrying capacity of healthcare and to prevent the spread of dangerous virus variants. Particular controversy was sparked by the financial losses caused to businesses by the closure, the adequacy of support measures and layoff arrangements, and the regional and activity-specific targeting of the restrictions.
- Is the compensation paid to restaurant-sector businesses adequate and timely?
- Should it be possible to target closure measures more precisely at municipal level and by restaurant type?
- Should outdoor terraces or takeaway sales of wine have been permitted to ease the situation for businesses?
- Are border security and measures to prevent the virus from entering the country at an adequate level in relation to domestic business restrictions?
- Social DemocratsIn favour
The Social Democrats (SDP) support the proposal as a necessary measure to protect people's health and lives and to curb the aggressively spreading virus variant.
”Hallitus on antanut eduskunnalle esityksen, jolla ravintolat ja muut ravitsemusalan yritykset suljettaisiin asiakkailta väliaikaisesti.”
— Tuula Haatainen - Centre PartyIn favour
The Centre Party (Cen) considers the closure mandatory to protect health and stresses the need to take the regional situation into account and prepare support packages for businesses.
”Pidän hallituksen esitystä tästä väliaikaisesta rajoittamisesta hyvänä ja välttämättömänä.”
— Hanna-Leena Mattila - GreensIn favour
The Greens support the closure as an effective way to buy time for vaccinations, but hope to see a shift from blunt instruments to more targeted regulation.
”Mitä tulee tähän esitykseen, niin tämä on tarpeellinen, jotta saadaan ostettua aikaa rokotusten etenemiselle.”
— Atte Harjanne - Left AllianceIn favour
The Left Alliance (Left) sees closure measures as necessary to cut chains of transmission so that restrictions affecting children and young people can be lifted more quickly.
— Hanna Sarkkinen - Swedish People's PartyIn favour
The Swedish People's Party (SPP) considers the fixed-term three-week closure the right solution in a difficult epidemic situation and stresses the importance of adequate compensation for entrepreneurs.
— Veronica Rehn-Kivi - National Coalition PartyIn favour with reservations
The National Coalition Party (NCP) supports necessary epidemic management measures, but tabled a dissenting opinion demanding faster layoff procedures, takeaway sales of wine, a VAT reduction and full compensation.
— Janne Sankelo - Finns PartyIn favour with reservations
The Finns Party (Finns) considers the closure justified to stop the epidemic, but strongly criticises delays in border testing and proposed allowing operations on health-safe outdoor terraces.
— Veikko Vallin - Christian DemocratsIn favour with reservations
The Christian Democrats (CD) consider the closure necessary, but criticise the proposal's lack of regional differentiation and demand exceptions for, among other things, the outdoor premises of slope restaurants at ski resorts.
The Turtiainen group (Ind.) opposes the bill as unfounded, denies the need for emergency conditions, and calls on citizens and businesses to engage in civil disobedience.
”Hallituksen esittämät sulkutoimenpiteet ovat järjettömiä.”
— Ano Turtiainen
