1.Laki fossiilisen polttoaineen jakelun päästökaupasta annetun lain 11 ja 23 §:n muuttamisesta
Eduskunnan päätöksen mukaisesti muutetaan fossiilisen polttoaineen jakelun päästökaupasta annetun lain (1066/2024) 11 ja 23 §, seuraavasti:
11 §Kestävyyden osoittaminen
Jos säännelty yhteisö ilmoittaa 10 §:n 2 momentissa tarkoitetussa päästöselvityksessään kulutukseen luovutetun polttoaineen päästöjen laskennassa päästökertoimeksi nollan, on polttoaineen siltä osin täytettävä eräiden polttoaineiden kestävyyskriteereistä annetussa laissa (393/2013) säädetyt kestävyyskriteerit, ja säännellyn yhteisön on osoitettava tämä mainitun lain mukaisesti.
23 §Velvollisuus palauttaa päästöoikeuksia
Säännellyn yhteisön on palautettava unionin rekisteriin vuosittain toukokuun loppuun mennessä edellisenä kalenterivuonna kulutukseen luovuttamiensa tämän lain soveltamisalaan kuuluvien polttoaineiden 2 luvun mukaisesti todennettuja päästöjä vastaava määrä päästöoikeuksia.
§
Tämä laki tulee voimaan päivänä kuuta 20 . Sen 23 §:ää sovelletaan kuitenkin vasta 1 päivästä tammikuuta 2029.
2.Laki eräiden polttoaineiden kestävyyskriteereistä annetun lain 2 §:n muuttamisesta
Eduskunnan päätöksen mukaisesti muutetaan eräiden polttoaineiden kestävyyskriteereistä annetun lain (393/2013) 2 §:n 1 momentin 5 kohta ja 2 momentti, sellaisina kuin ne ovat laissa 549/2026, sekä lisätään 2 §:n 1 momenttiin, sellaisena kuin se on laissa 549/2026, uusi 6 kohta seuraavasti:
2 §Lain suhde muuhun lainsäädäntöön
Tätä lakia sovelletaan uusiutuviin polttoaineisiin seuraavien lakien mukaisesti:
5) sähkön ja eräiden polttoaineiden valmisteverosta annettu laki (1260/1996);
6) fossiilisen polttoaineen jakelun päästökaupasta annettu laki (1066/2024).
Tätä lakia sovelletaan vähähiilisiin polttoaineisiin päästökauppalain ja fossiilisen polttoaineen jakelun päästökaupasta annetun lain mukaisesti.
§
Tämä laki tulee voimaan päivänä kuuta 20 .
