What is proposed
The occupational safety and health authority will be granted the power to issue a written notice and a binding administrative decision in cases where an employer fails to pay wages required by unambiguous law or a generally applicable collective agreement. The occupational safety and health authority's duty to report to the police will be expanded to cover usury and fraud offences, and deficiencies in indoor climate and building maintenance detected during inspections must be reported to municipal health protection and building control authorities.
What it means
The amendment will strengthen action against underpayment and improve the position of workers – especially foreign workers – in high-risk sectors such as construction, hospitality, cleaning and agriculture. The supervisory powers concern unorganised employer companies (approximately 50,000 businesses) that are bound by generally applicable collective agreements. The act is intended to enter into force on 1 June 2023.

— Hanna Sarkkinen - Finns PartyIn favour
The group supported the proposal, as eradicating underpayment and the shadow economy protects workers and prevents unfair competitive advantage. Tackling workplace indoor air problems was also seen as very welcome.

8) työntekijöiden lähettämisestä annetun lain (447/2016) 12 §:ssä säädettyä tiedonantovelvollisuutta henkilöstön edustajille tai mainitun lain 17 §:n 1, 2, 4 tai 5 momentissa säädettyä työsuojeluviranomaisen tiedonsaantioikeutta;
