What is proposed
Finland will bring into force the multilateral convention (MLI) under the OECD and G20 BEPS project. Through the convention, a general anti-abuse clause (the PPT rule), reformed mutual agreement procedures and binding arbitration for resolving tax disputes will be introduced into Finland's tax treaty network.
What it means
The change will make artificial tax planning and the abuse of tax treaty benefits more difficult for international corporate groups and companies. At the same time, it will improve legal protection for businesses and individuals engaged in cross-border activities, as situations of double taxation can be resolved more quickly and efficiently through arbitration. For the Finnish Tax Administration, the reform may bring an increased workload in handling international tax disputes.
How Parliament voted
The budget is not voted on as a whole. Parliament voted 3 times on individual appropriations and opposition alternatives, and the budget was adopted on the basis of those votes.
A passed act does not enter into force immediately: the President of the Republic confirms it, and it enters into force on the date set in the act. This act was confirmed on 22 Feb 2019.

Key points of the debate
Parliament considered Finland's accession to an international convention that updates tax treaties and combats aggressive tax planning. The general thrust of the proposal was widely seen as welcome and a necessary improvement on the current situation. Debate was prompted in particular by how extensively the convention's provisions should be applied and whether the Government made too many reservations to it.
- Did the Government make too many reservations to the convention and limit its scope of application too much?
- Centre PartyIn favour
The Centre Party supported the proposal implementing international measures to prevent base erosion and profit shifting.
”Tämän hallituksen esityksen tarkoituksena on hankkia eduskunnan hyväksyminen monenväliselle yleissopimukselle, jonka Suomi on allekirjoittanut 7. kesäkuuta 2017 yhdessä 67 muun valtion kanssa.”
— Esko Kiviranta - Finns PartyIn favour
The Finns Party supported the project closing tax avoidance loopholes, but opposed the proposed statement on a formulaic apportionment model for tax revenues as disadvantageous to Finland.
— Ville Vähämäki - Social DemocratsIn favour with reservations
The Social Democrats supported a proposed statement related to the proposal that aimed at a more comprehensive application of the convention.
”Joka tapauksessa tuo lausumaehdotus tuli hyvin siinä esitettyä, ja kannatan tätä ehdotusta tästä lausumasta.”
— Riitta Myller - Left AllianceIn favour with reservations
The Left Alliance considered the convention a welcome improvement, but criticised the extensive reservations and narrow scope of application introduced by the Government, which weaken the convention's effectiveness.
”Suppean soveltamisalan ja laajan varauman valitsemalla Suomi on osaltaan heikentänyt yleissopimuksen kokonaisvaikuttavuutta.”
— Jari Myllykoski
