What is proposed

Interest on late payment and penal interest on taxes covered by a payment arrangement or tax postponement will be temporarily reduced by 3 percentage points (reference rate plus 4 percentage points instead of the previous reference rate plus 7 percentage points, lowering the interest rate from 7 per cent to 4 per cent in 2020).

What it means

The change applies to businesses and individuals whose taxes fell due on or after 1 March 2020 and who apply for a payment arrangement or tax postponement by 31 August 2020. The reduced interest rate will apply throughout the payment schedule. As a result of the arrangements, an estimated 1.4 billion euros in tax revenue for 2020 is expected to shift to subsequent years, and municipal tax revenue losses (estimated at 547 million euros) will be compensated through the central government transfers system.

Key points of the debate

The debate addressed the temporary reduction of late payment interest on tax debts to support businesses suffering from the corona crisis. All parliamentary groups considered the measures necessary and supported providing payment flexibility to prevent a wave of corporate bankruptcies. The main disagreement concerned the level of the interest rate and whether it should have been lowered to zero or whether the period of validity should have been extended.

  • Should late payment interest have been reduced to 4 per cent or all the way to zero?
  • Would a zero interest rate cause excessively large and unmanageable tax revenue losses for municipalities and the state?
  • Should the period of validity of the temporary interest rate reduction be extended until the end of the year?
  • The Social Democrats (SDP) supported the proposal as a swift and effective way to prevent businesses from drifting into bankruptcy during the crisis. The group stressed that a zero interest rate could lead to unsustainable tax revenue losses, particularly for municipalities, and that the state should not act as a general creditor for businesses.

Tämä on yksi toimi, millä nyt pyritään ripeästi, joutuisasti auttamaan vaikeuksissa olevia yrittäjiä. Se on erittäin tärkeä, niin kuin täällä moneen kertaan on sanottu.

  • Centre PartyIn favour

The Centre Party (Cen) considered the proposal a rapid and necessary measure to support businesses' liquidity in exceptional circumstances. According to the group, a 4 per cent interest rate is a balanced solution that helps struggling businesses without jeopardising the liquidity of public finances and municipalities.

Tavoitteena on yhdessä hallituksen muiden yrityksiä tukevien toimien kanssa auttaa yrityksiä selviämään tämän poikkeuksellisen kriisitilanteen yli ja siten välttämään konkursseja ja työpaikkojen menetyksiä.
    Katri Kulmuni
  • GreensIn favour

The Greens supported the proposal as an important part of a broad business support package aimed at preventing business operations from ceasing. The group also considered it justified to take into account the financial situation of municipalities when setting the interest rate level.

Tässä on kyse vain yhdestä palasta hallituksen suuressa paketissa, jossa helpotetaan monella tapaa yritysten vaikeaa tilannetta näissä poikkeusoloissa.
    Iiris Suomela
  • National Coalition PartyIn favour with reservations

The National Coalition Party (NCP) considered payment arrangements and the reduction of late payment interest important, but felt that a 4 per cent interest rate was too high for the situation. The group proposed that due to the exceptional crisis, no interest should be charged temporarily at all.

Suomalaisten yritysten tilanne on erittäin tukala, ja tarvitaan hyvin erilaisia toimenpiteitä näiden yritysten auttamiseen.
    Timo Heinonen
  • Finns PartyIn favour with reservations

The Finns Party (Finns) considered the proposal a step in the right direction and necessary to help businesses weather the worst of the crisis. However, the group proposed lowering the interest rate to 3.5 per cent and extending the arrangement's validity until the end of 2020.

Tämä hallituksen ehdotus on hyvä: mennään 7:stä 4:ään. Me vastalauseessa ehdotamme 3,5:tä sen takia, että siellä ovat nämä vähennysoikeudet.
    Ville Vähämäki
  • Christian DemocratsIn favour with reservations

The Christian Democrats (CD) considered bringing payment flexibility to businesses very welcome and necessary. However, the group took the view that during an exceptional crisis, late payment interest should have been temporarily lowered to the level of the reference rate, meaning zero per cent.

Tässä tilanteessa olisi tietysti äärimmäisen tärkeää, että se olisi mahdollisimman veronmaksajaystävällinen, koska tärkeäähän on saada ne pääomat sieltä sitten aikanaan valtiolle.
