Laki kunnan peruspalvelujen valtionosuudesta annetun lain muuttamisesta
Eduskunnan päätöksen mukaisesti kumotaan kunnan peruspalvelujen valtionosuudesta annetun lain (1704/2009) 1 §:n 1 momentin 25 kohta ja 54 §:n 2 momentin 3 kohta, sellaisena kuin niistä on 1 §:n 1 momentin 25 kohta laissa 982/2012, muutetaan 35 §, 36 §:n 1 momentti sekä 55 §:n 1 momentti, sellaisina kuin ne ovat laissa 1406/2014, sekä lisätään 36 §:ään, sellaisena kuin se on laeissa 1510/2011, 1188/2013, 676/2014 ja 1406/2014, siitä lailla 1510/2011 kumotun 2 momentin tilalle uusi 2 momentti seuraavasti:
35 §Veroperustemuutoksien huomioon ottaminen valtionosuudessa
Vuoden 2016 verotuksessa toteutettavista veroperustemuutoksista johtuvia verotulovähennyksiä vastaavasti lisätään kuntien valtionosuutta 48,14 euroa asukasta kohden.
Jos 1 momentissa tarkoitetun valtionosuuden lisäyksen jälkeen kunnan verotulojen menetys on suurempi kuin 48,14 euroa asukasta kohden, lisätään kunnan peruspalvelujen valtionosuutta euromäärällä, joka saadaan vähentämällä asukaskohtaisesta verotulojen menetyksestä 48,14 euroa asukasta kohden. Jos kunnan verotulojen menetys on pienempi kuin 48,14 euroa asukasta kohden, vähennetään kunnan valtionosuudesta euromäärä, joka saadaan vähentämällä 48,14 eurosta kunnan verotulojen menetys asukasta kohden. Valtionosuuden yhteenlasketut vuosittaiset lisäykset ja vähennykset ovat koko maan tasolla yhtä suuret. Vuosina 2015—2018 kunnan peruspalvelujen valtionosuudesta vähennetään vuosittain 0,54 euroa asukasta kohden valtion ja kuntien informaatioteknologian kehittämishankkeiden rahoittamiseksi.
Vuosina 2016—2019 kunnan peruspalvelujen valtionosuudesta vähennetään vuosittain indeksikorotusta vastaava määrä 6,32 euroa asukasta kohden.
55 §Valtionosuusprosentti ja kunnan omarahoitusosuus
Kunnan 6—13 §:ssä tarkoitetut laskennalliset kustannukset jakautuvat siten, että kuntien valtionosuus on 25,52 prosenttia (valtionosuusprosentti ) ja kuntien omarahoitusosuus on 74,48 prosenttia.
§
Tämä laki tulee voimaan päivänä kuuta 20 .
Kumottua 54 §:n 2 momentin 3 kohtaa sovelletaan kuitenkin vuonna 2016 sellaisena kuin se oli tämän lain voimaan tullessa.
Vuosina 2010—2013 verotuksessa toteutettavista veroperustemuutoksista johtuviin verotulomenetysten korvaukseen kunnille sovelletaan tämän lain voimaantullessa voimassa olleita säännöksiä.
