Eduskunnan päätöksen mukaisesti lisätään yliopistolain (558/2009) 49 §:ään, sellaisena kuin se on laissa 954/2011, väliaikaisesti uusi 7 momentti seuraavasti:

Eduskunnan päätöksen mukaisesti lisätään ammattikorkeakoululain (932/2014) 43 §:ään väliaikaisesti uusi 7 momentti seuraavasti:
