What is proposed
The Act on Accommodation and Catering Operations will be temporarily amended so that the closure of indoor and outdoor premises of food and beverage service businesses to customers is extended until 18 April 2021 in areas in the community transmission and acceleration phases of the epidemic. The closure will not apply to staff canteens or to takeaway sales of food and beverages, and supervision of compliance with the closure obligation, including coercive measures, will be the responsibility of the police.
What it means
The amendment affects businesses, workers and customers in the hospitality sector. Dining in will not be permitted at restaurants, reducing profitability in the sector and increasing staff layoffs. Costs arising from the closure will be compensated to businesses through a separate business cost support scheme, and the budgetary impact of compensation for this three-week extension is estimated at 70 million euros.
How Parliament voted
The act ultimately passed without a vote: no MP proposed rejecting it in the final reading. The votes concerned details of the act.

Key points of the debate
Parliament debated extending the temporary closure of restaurants by three weeks in the areas worst affected by the spread of the coronavirus. A large majority considered the closure measures necessary to curb the serious epidemic situation, but there was debate over the flexibility of the measures and support for the restaurant sector.
- Should the restaurant closure have been graded more precisely by region or by restaurant type?
- Should restaurants be allowed to sell wine for takeaway and have value added tax (VAT) on alcohol serving reduced?
- Is the financial compensation paid to restaurants sufficient and timely?
- Social DemocratsIn favour
Extending the closure is a necessary measure to limit human contact and the spread of the virus, in addition to which compensation for businesses and support for healthcare staff must be ensured.
— Tuula Haatainen - Centre PartyIn favour with reservations
The group considered extending the closure to be regrettably necessary, but called for more detailed regional and sectoral differentiation in the restrictions as well as sufficient support for entrepreneurs.
— Eeva Kalli - GreensIn favour
The restrictive measures are necessary to save lives and limit the burden on healthcare in a difficult situation.
— Satu Hassi - Left AllianceIn favour
Restrictions are necessary to safeguard health and the ability of healthcare personnel working at their limits to cope during the pandemic.
— Jari Myllykoski - Swedish People's PartyIn favour
Extending the restrictions is necessary to protect health, but at the same time the coping of businesses and jobs in the sector must be ensured through compensation.
— Veronica Rehn-Kivi - National Coalition PartyIn favour with reservations
The closure was accepted because of the disease situation, but excessive rigidity in the proposal was criticised, and a tax reduction on alcohol serving, takeaway sales of wine and swift compensation were demanded.
— Mia Laiho - Finns PartyIn favour with reservations
The group criticised the Government for punishing the sector and hasty preparation without sufficient differentiation between restaurant types or regions, but accepted the restrictions reluctantly.
— Ville Tavio - Christian DemocratsIn favour
Extending the closure is justified on health grounds, and the group opposed easing alcohol availability or tax cuts under the guise of the crisis.
The exceptional measures and restrictions are entirely unjustified and cause harm to society.
— Ano Turtiainen
