What is proposed

The period of validity of the Act on Temporary Subsidies for Afforestation would be extended until the end of 2038. However, subsidy applications could only be submitted until 31 December 2023, and the Finnish Forest Centre could make decisions until 30 June 2024, after which unprocessed applications would lapse.

What it means

The change affects landowners afforesting wasteland and supervisory authorities. New subsidies can no longer be applied for from the beginning of 2024, but previously granted cost reimbursements and multi-year management subsidies will be paid in full by the end of 2037 at the latest. At the same time, the beneficiaries' 10-year afforestation obligation and official supervision will remain in force. Abolishing the subsidy scheme aims to achieve savings in central government finances.

Key points of the debate

The debate focused on abolishing the afforestation subsidy for wasteland to achieve savings in central government finances. The opposition opposed the proposal, viewing the support as a cost-effective and necessary way to strengthen Finland's carbon sinks. The government party defended ending the subsidy as part of fiscal consolidation measures and emphasised safeguarding operating conditions for Finnish forest owners and industry.

  • Should the afforestation subsidy for wasteland be continued to strengthen carbon sinks?
  • Is abolishing the subsidy a justified fiscal savings measure or will it lead to higher climate costs in the future?
  • Finns PartyIn favour

The Finns Party supported abolishing the subsidy as a savings measure in line with the Government Programme and emphasised that Finland already takes strong responsibility for forest protection.

”Maa- ja metsätalousvaliokunta totesi hallituksen esityksen olevan tarpeellinen ja tarkoituksenmukainen.”
    — Jenna Simula
  • The Social Democrats opposed ending the subsidy, arguing that voluntary afforestation of wasteland is a cost-effective climate measure, and proposed continuing the support with additional funding.

”Tätä tukea ei kannattaisi lopettaa vaan käyttää saadut kokemukset tuen kehittämiseen, jotta se palvelisi molempien tahojen tarpeita vieläkin paremmin.”
    — Timo Suhonen
  • GreensAgainst

The Greens opposed the proposal, viewing the elimination of a well-functioning afforestation subsidy as a short-sighted saving that will make it harder to achieve Finland's climate targets.

”On selvää, että Suomen hiilineutraalisuustavoitteen saavuttaminen edellyttää lisätoimia maankäyttösektorilla, siksi on järjenvastaista lakkauttaa toimivaksi osoittautunut toimi.”
    — Tiina Elo
  • The Left Alliance demanded that the support be continued and pointed out that weakening climate action in the land use sector could lead to significant financial consequences through EU obligations.

”Tämä nyt käsiteltävä esitys on jälleen yksi esimerkki hallituksen täysin vesitetystä ilmastopolitiikasta.”
    — Mai Kivelä
