What is proposed
The tax treaty dating from 1967 will be replaced with a new agreement under which Finland will gain the right to tax private-sector pensions paid to residents of Spain, as well as rental income and capital gains from housing company shares located in Finland. At the same time, tax rules on dividends, interest and royalties will be updated to align with international recommendations, and outdated special reliefs will be abolished.
What it means
The change will primarily affect persons resident in Spain who receive private-sector pensions from Finland or own shares in Finnish housing companies: after a transitional period (the year of entry into force of the agreement plus three years), the right to tax pensions will partly transfer to Finland, and rents and capital gains from housing company shares will immediately become taxable in Finland. The reform will moderately increase tax revenues for the Finnish state and municipalities and make the exchange of information between tax authorities more effective.
How Parliament voted
The budget is not voted on as a whole. Parliament voted 1 times on individual appropriations and opposition alternatives, and the budget was adopted on the basis of those votes.
A passed act does not enter into force immediately: the President of the Republic confirms it, and it enters into force on the date set in the act. This act was confirmed on 8 Apr 2016.
