Laki poliisin hallinnosta annetun lain muuttamisesta
Eduskunnan päätöksen mukaisesti muutetaan poliisin hallinnosta annetun lain (110/1992) 4 a § ja 14 §:n 2 momentti, sellaisina kuin ne ovat, 4 a § laissa 860/2015 ja 14 §:n 2 momentti laissa 48/2017, sekä lisätään 4 §:ään, sellaisena kuin se on laissa 860/2015, uusi 3 ja 4 momentti seuraavasti:
4 §Poliisihallitus
Poliisihallituksen alaisten yksiköiden on ilmoitettava Poliisihallitukselle sellaisista suunnittelemistaan hallinnon sisäisistä ratkaisuista ja olosuhteiden muutoksista, joilla voi olla laatunsa tai laajuutensa vuoksi merkittävää vaikutusta Poliisihallituksen hyväksymien yksikön tulostavoitteiden tai toimintalinjojen toteutumiseen.
Poliisiylijohtaja voi yksittäistapauksessa ottaa ratkaistavakseen 3 momentissa tarkoitetun hallinnon sisäisen asian, joka on säädetty muun poliisin henkilöstöön kuuluvan virkamiehen ratkaistavaksi.
4 a §Poliisihallituksen ja suojelupoliisin ilmoitusvelvollisuus
Poliisiylijohtajan ja suojelupoliisin päällikön on salassapitosäännösten estämättä ilmoitettava sisäministerille sekä sisäministeriön kansliapäällikölle ja asianomaista toimialaa ohjaavan osaston tai yksikön päällikölle yhteiskunnallisesti merkittävistä toimialaa koskevista asioista, jotka ovat välttämättömiä sisäministeriön tehtävien hoitamisen kannalta.
Poliisihallituksen ja suojelupoliisin on ilmoittaessaan valtioneuvoston tilannekeskukselle valtioneuvoston tilannekeskuksesta annetun lain (300/2017) 2 §:ssä tarkoitetusta turvallisuustapahtumasta ilmoitettava samat tiedot sisäministeriön määräämälle varallaolijalle.
Edellä 2 momentissa tarkoitetut tiedot voidaan luovuttaa salassapitosäännösten estämättä siten kuin valtioneuvoston tilannekeskuksesta annetun lain 3 §:ssä säädetään.
14 §Poliisilaitoksen päällikön viran kelpoisuusvaatimukset ja virkaan nimittäminen
Poliisilaitoksen päällikön nimittää Poliisihallitus.
§
Tämä laki tulee voimaan päivänä kuuta 20 .
Tämän lain voimaan tullessa 14 §:n 2 momentissa tarkoitetut avoinna oleviksi ilmoitettuina olevat virat ja määräaikaiset virkasuhteet täytetään noudattaen tämän lain voimaan tullessa voimassa olleita säännöksiä.
