Additional fuel tax refund for agriculture
Act temporarily amending section 4 of the Act on the Refund of Excise Duty on Certain Energy Products Used in Agriculture
An additional tax refund will be paid to agricultural operators for light fuel oil used during 2017. The one-off support compensates for increased drying and machinery costs caused by poor weather conditions in autumn 2017.

What is proposed
A temporary additional refund of 7.70 cents per litre will be enacted for the refund of excise duty on light fuel oil used in agriculture in 2017, in addition to the standard energy content tax refund.
What it means
The one-off support of 25 million euros will be paid to agricultural entrepreneurs in September 2018 in connection with the standard energy tax refund, without requiring a separate application. The average additional refund is estimated at around 690 euros per farm.

Key points of the debate
The debate addressed a temporary additional fuel tax refund for agriculture, aimed at compensating for crop damage caused by exceptional weather conditions in 2017. While the bill's objective of supporting financially struggling farmers was widely supported, the chosen method of implementation divided Parliament. Criticism was raised in particular over the fact that compensation would be paid as an excise tax refund on fossil fuel oil, while farms using renewable energy were not taken into account.
- Is a fuel oil tax refund the right and climatically sustainable way to compensate for crop damage?
- Does the support model put farms that have switched to renewable energy sources at a disadvantage?
- How should compensation for crop damage be organised on a permanent basis?
- National Coalition PartyIn favour
The group considered the proposal a necessary and swift way to lower the cost structure of struggling agriculture and secure domestic food production.
— Timo Heinonen - Centre PartyIn favour
The group regarded the additional refund as the only available, fast, and fair way to help farmers after a historically poor harvest year.
— Timo Kalli - Blue ReformIn favour
The group supported the proposal, stating that weather-dependent agriculture needs support to compensate for crop damage.
The group supported compensating for crop damage, regarding safeguarding operating conditions for Finnish agriculture and food production as paramount.
”Tämä esitys satovahinkokorvauksista on erittäin kannatettava.”
— Ritva Elomaa - Social DemocratsIn favour with reservations
The group approved compensating distressed farmers for crop damage, but considered support provided via fossil energy problematic and called for a new permanent crop damage system.
The group opposed the proposal and called for its rejection, considering subsidising the use of fossil fuels the wrong approach and contrary to climate goals in helping farmers.
”Me vihreät olemme sitä mieltä, että totta kai maatalouden harjoittajien oloja voi ja pitääkin helpottaa, mutta me emme ole samaa mieltä tästä tavasta.”
— Ozan Yanar - Left AllianceSplit
The group's position was divided: some speakers opposed the proposal and favoured its rejection on environmental grounds, while others announced they would vote in favour to alleviate the plight of farmers.
”Debattipuheenvuorossa tuli jo asia käytyä aika hyvin läpi, joten tässä yhteydessä tyydyn kannattamaan edustaja Yanarin tekemää hylkäys-esitystä ja hänen esittämäänsä lausumaehdotusta.”
— Kari Uotila - Swedish People's PartyIn favour
The group considered the legislative amendment pragmatic, administratively inexpensive, and in practice the only fast way to provide support to agriculture in crisis.
— Mats Nylund - Christian DemocratsIn favour
The group supported the one-off aid to relieve the crisis situation for farmers and questioned the opposition to the proposal.
— Sari Essayah
