What is proposed

The Act on the Promotion of Immigrant Integration will be amended so that the upper age limit for support measures for children and young people who arrived in the country unaccompanied and were granted a residence permit, as well as for state reimbursements paid to municipalities, is raised from 21 to 25.

What it means

The amendment puts young people who arrived unaccompanied on an equal footing with young people covered by child welfare aftercare and offers them longer support for independent living, housing and education. The reform will immediately affect an estimated just under 2,000 young people and around 180 young people annually after that. Additional costs incurred by municipalities for the services will be reimbursed from central government funds, which is estimated to increase central government expenditure by about 2.6 million euros in 2021 and at most 5 million euros a year in 2022–2024.

Key points of the debate

The plenary session debated raising the aftercare age to 25 for young people who arrived in the country as unaccompanied minors and were granted a residence permit. Supporters of the proposal justified the change on grounds of equality and promoting integration, whereas opponents viewed it as a misuse of tax revenue and a pull factor for harmful immigration. The proposal sparked strong polarisation, and the opposition also criticised introducing it to Parliament during the exceptional circumstances of the coronavirus pandemic.

  • Does expanding aftercare promote equality or put young immigrants in a privileged position?
  • Does extending support up to the age of 25 act as a pull factor for immigration?
  • Was it justified to consider the proposal during exceptional circumstances even though it was unrelated to managing the coronavirus crisis?
  • The group considered that the legislative amendment puts young people who arrived unaccompanied on an equal footing with young people in child welfare aftercare and effectively prevents social exclusion.

”Kotoutumislakiin ehdotetulla muutoksella on tarkoitus asettaa toisiinsa nähden vastaavan kaltaisissa mutta eri lakien soveltamisalaan kuuluvissa tilanteissa olevat nuoret yhdenvertaiseen asemaan.”
    — Tuula Haatainen
  • Centre PartyIn favour

The group supported raising the age limit, as preventing social exclusion among young people and improving their employment prospects will yield significant savings for society in the long run.

”Jälkihuollon ikärajan nostamisen ansiosta ilman huoltajaa Suomeen tulleiden nuorten mahdollisuudet kotoutua, kouluttautua sekä työllistyä paranevat.”
    — Pasi Kivisaari
  • GreensIn favour

According to the group, supporting vulnerable young people for longer strengthens equality and offers a cost-effective way to help them transition to independent living.

    — Tiina Elo
  • Left AllianceIn favour

The group supported the proposal as an act of equality that helps young people who arrived without a family to integrate and participate in building society.

    — Matti Semi
  • The group considered the support essential for traumatised young people who arrived unaccompanied and emphasised the importance of society's positive attitude in integration.

    — Anders Adlercreutz
  • The group's position was divided: some speakers considered the support important and justified for promoting integration, while others criticised rushing the proposal during exceptional circumstances and called for a more binding integration policy.

    — Paula Risikko
  • The group opposed the proposal, taking the view that it increases pull factors for immigration, discriminates against native Finnish youth, and wastes tax revenues during exceptional times.

”Esitän lakiesityksen hylkäämistä mietintöön jätetystä vastalauseesta ilmenevin perustein.”
    — Jussi Halla-aho
  • The group considered the bill a justified continuation of raising the age limit for child welfare aftercare, although it hoped the committee would take the phenomenon of anchor children into account.

    — Sari Essayah

Main content of the bill (official)
Nykyisin tuo ikäraja on 21 vuotta. Laki ehdotetaan tulevaksi voimaan mahdollisimman pian, kuitenkin aikaisintaan, kun vuoden 2020 neljäs lisätalousarvio on hyväksytty ja vahvistettu.
