Laki opintotukilain muuttamisesta
Eduskunnan päätöksen mukaisesti muutetaan opintotukilain (65/1994) 11 §:n 6 momentti, 15 a §:n 3 momentti ja 16 §:n 1 momentti, sellaisina kuin ne ovat, 11 §:n 6 momentti laissa 1213/2019 sekä 15 a §:n 3 momentti ja 16 §:n 1 momentti laissa 4/2017, seuraavasti:
11 §Opintorahan määrä
Opintorahan huoltajakorotuksen määrä on 141,63 euroa kuukaudessa.
15 a §Opintolainan nostaminen
Opintolaina nostetaan seuraavasti:
1) ulkomaisessa oppilaitoksessa suoritettavaan tutkintoon, tieteellisiin jatko-opintoihin tai aikuiskoulutustuen saajalle myönnetty opintolaina voidaan nostaa yhtenä eränä;
2) korkeakouluopintoihin myönnetystä lainasta syyslukukaudelle tarkoitettu osuus voidaan nostaa aikaisintaan 1 päivänä elokuuta ja kevätlukukaudelle tarkoitettu osuus aikaisintaan 1 päivänä tammikuuta;
3) muihin kuin 1 tai 2 kohdassa tarkoitettuihin opintoihin myönnetty opintolaina on nostettavissa seuraavasti:a) elo-lokakuulle tarkoitetut lainaerät aikaisintaan 1 päivänä elokuuta; b) marras- ja joulukuulle tarkoitetut lainaerät aikaisintaan 1 päivänä marraskuuta; c) tammi-maaliskuulle tarkoitetut lainaerät aikaisintaan 1 päivänä tammikuuta; d) huhti-heinäkuulle tarkoitetut lainaerät aikaisintaan 1 päivänä huhtikuuta.
16 §Valtiontakauksen määrä
Opintolainan valtiontakauksen määrä tukikuukautta kohden on:
1) korkeakouluopiskelijalla ja aikuiskoulutustukea saavalla 850 euroa;
2) muulla kuin korkeakouluopiskelijalla 850 euroa, jos opiskelija on täyttänyt 18 vuotta, ja 400 euroa, jos opiskelija on alle 18-vuotias; oikeus korkeampaan valtiontakaukseen alkaa sen kuukauden alusta, jona opiskelija täyttää 18 vuotta;
3) ulkomailla opiskelevalla opiskelijalla 1 000 euroa.
§
Tämä laki tulee voimaan päivänä kuuta 20 . Sen 11 §:n 6 momentti tulee kuitenkin voimaan jo 1 päivänä tammikuuta 2024.
Lain 11 §:n 6 momentissa tarkoitettu opintorahan huoltajakorotuksen määrä vastaa vuodelle 2023 vahvistettua kansaneläkeindeksistä annetussa laissa tarkoitettua pistelukua.
