What is proposed
Finland will ratify ILO Convention No. 190 and bring its provisions into force through a separate act. The convention sets international minimum requirements for the prohibition, prevention, monitoring and penalisation of violence and harassment in working life. Approval will not require substantive amendments to Finland's existing occupational safety, gender equality or criminal legislation.
What it means
The convention applies to all persons in the world of work, including employees, jobseekers, trainees and volunteers, as well as to all employers. It highlights the monitoring responsibility of employers and authorities, particularly in high-risk sectors such as healthcare, social work and the service industries. The convention will enter into force in Finland 12 months after the registration of ratification and introduces an international reporting obligation for Finland on the implementation of measures.
