1.Laki yliopistolain väliaikaisesta muuttamisesta
Eduskunnan päätöksen mukaisesti lisätään yliopistolakiin (558/2009) väliaikaisesti uusi 8 b § seuraavasti:
8 b §Avoimen korkeakouluopetuksen opintoseteli
Avoimen korkeakouluopetuksen opintoseteliin ovat oikeutettuja henkilöt, jotka ovat alle 29-vuotiaana suorittaneet Suomessa ensimmäisen toisen asteen tutkintonsa, ylioppilastutkinnon tai ammatillisen tutkinnon, 1 päivän joulukuuta 2025 ja 31 päivän heinäkuuta 2028 välisenä aikana ja jotka ovat hakeneet korkeakoulututkintoon johtavaa opiskelupaikkaa viimeistään siinä kevään yhteishaussa, joka järjestetään tutkinnon suorittamisen ja tämän lain voimaantulon jälkeen, mutta eivät ole saaneet tai vastaanottaneet opiskelupaikkaa. Opiskelupaikkaa tulee kuitenkin hakea viimeistään kevään 2028 yhteishaussa.
Opintoseteliin oikeutettu voi suorittaa maksutta yliopistojen ja ammattikorkeakoulujen tarjoamia yhteensä 30 opintopisteen laajuisia suomen- tai ruotsinkielisiä avoimen korkeakouluopetuksen opintoja. Yliopisto järjestää opintoihin hakeutumiseen ja niiden suorittamiseen liittyvää ohjausta. Opintoihin tulee ilmoittautua kahden vuoden kuluessa siitä, kun henkilölle on 1 momentin perusteella syntynyt oikeus opintoseteliin.

Tämä laki tulee voimaan päivänä 20 ja on voimassa 31 päivään heinäkuuta 2030.
2.Laki ammattikorkeakoululain väliaikaisesta muuttamisesta
Eduskunnan päätöksen mukaisesti lisätään ammattikorkeakoululakiin (932/2014) väliaikaisesti uusi 12 b § seuraavasti:
12 b §Avoimen korkeakouluopetuksen opintoseteli
Avoimen korkeakouluopetuksen opintoseteliin ovat oikeutettuja henkilöt, jotka ovat alle 29-vuotiaana suorittaneet Suomessa ensimmäisen toisen asteen tutkintonsa, ylioppilastutkinnon tai ammatillisen tutkinnon, 1 päivän joulukuuta 2025 ja 31 päivän heinäkuuta 2028 välisenä aikana ja jotka ovat hakeneet korkeakoulututkintoon johtavaa opiskelupaikkaa viimeistään siinä kevään yhteishaussa, joka järjestetään tutkinnon suorittamisen ja tämän lain voimaantulon jälkeen, mutta eivät ole saaneet tai vastaanottaneet opiskelupaikkaa.
