    Training compensation paid to employers will be abolished from the beginning of 2026. Public sector and non-governmental organisation employers will no longer receive compensation from the state for salary costs incurred during their employees' training.

    Vocational education and training for young people and adults will be combined into a single system in which studies are individually tailored for each student. The funding and steering of education will be reformed to emphasize the acquisition of skills and employment rather than study time alone.

    Centralising qualifications register and student places

    The register of completed competence-based qualifications will be centralised under the Finnish National Agency for Education, and opportunities for experimentation will be expanded. In addition, the ministry will be able to reduce the official student quotas of vocational institutions on its own initiative in 2016–2017.
