Introducing combination insurance in unemployment security
People engaged in both paid employment and entrepreneurial activity will be able to combine their different income sources to meet the condition regarding previous employment in unemployment security. Working grants and foster carer fees can also be taken into account in earnings-related unemployment security.

Abolishing increased unemployment benefit components
The increased components of unemployment benefits paid for participation in employment-promoting services and the increase to the mobility allowance will be abolished. At the same time, the partial labour market subsidy received by an unemployed person living with their parents will be cut.

Transferring employment services to municipalities
The public employment services (TE offices) will be abolished, and the responsibility for organising public employment services along with the personnel will be transferred to municipalities. At the same time, the financial responsibility of municipalities for financing unemployment benefits will be expanded.

Graduating earnings-related unemployment security
Earnings-related unemployment security will decrease as unemployment lasts longer. In addition, pay-subsidised work will no longer count towards entitlement to an earnings-related allowance, and the obligation of municipalities to organise work for older unemployed persons will be abolished.

Lowering unemployment insurance contributions
Unemployment insurance contributions for employees and employers will decrease at the beginning of 2025. The change will reduce deductions made from employees' pay and lower employers' labour costs.
