Streamlining defence export controls
Defence materiel exports will be streamlined by introducing a general export licence for temporary and non-commercial exports to trusted countries. At the same time, compliance and record-keeping obligations for companies exporting defence materiel and the supervisory powers of the authorities will be tightened.

Adding war crimes to the ICC
Finland will approve the amendments to the Rome Statute of the International Criminal Court, expanding the court's jurisdiction to investigate and try war crimes. The use of certain prohibited weapons and the starvation of civilians will also be included within the court's jurisdiction in internal conflicts.

Tax exemptions for EU defence cooperation
The armed forces of other EU member states will be exempt from value added tax (VAT) and excise duty when participating in EU defence activities in Finland or purchasing goods here. Corresponding tax benefits will also apply to the Finnish Defence Forces when taking part in joint actions in other EU member states.

Postponement of electronic firearms services
The introduction of the police's electronic services for firearms is postponed due to delays in the information system. For the time being, notifications concerning firearms and firearm permit matters will mainly be handled by visiting a police station in person.
