A statutory transparency register will be established in Finland, where companies and organisations must report lobbying directed at Parliament and the ministries. The aim of the reform is to improve the transparency of political preparation and decision-making.

Implementing NATO's information security agreement
Finland will accede to the information security agreement between NATO member states and implement the defence alliance's shared security regulations. At the same time, Finland's previous bilateral information security arrangements with NATO from the partnership era will be terminated.

Streamlining the citizens' initiative procedure
Making and processing citizens' initiatives will be streamlined by making technical adjustments to the act. Organising an initiative will require at least five responsible persons, and more time will be granted for submitting an initiative to Parliament.
