Tightening rules on first-time imprisonment
An offender who has previously served a prison sentence will no longer be eligible for release on parole under first-time offender terms, even if several years have passed since the previous conviction. An offender can be considered a first-time prisoner only once.

Tightening parole conditions
A prisoner may be released on parole after serving half of their sentence only if at least five years have passed since the previous sentence served in prison. Previously, a period of three years was sufficient for this so-called first-offender treatment.

Preventing the release of dangerous prisoners
Preventive detention will be introduced in Finland, allowing the prison terms of the most dangerous prisoners to be extended after their sentence has ended. At the same time, access to parole for life prisoners will be tightened if the prisoner is assessed as still posing a danger to others.

Tightening violent and sex offender supervision
Violent and sex offenders with a high risk of reoffending will be placed under probationary supervision upon release from prison. The risk of violence posed by prisoners will be assessed more thoroughly, and rehabilitative activities aimed at them will be increased.
