Reforming snow dumping and environmental permits
Dumping snow from the shore into the sea will be prohibited after a three-year transition period. At the same time, permit procedures for small biogas plants and hydrogen production will be streamlined.

Stricter animal welfare requirements
The reform will improve animals' living conditions, treatment and protection by requiring better consideration of species-specific needs. Animals must, among other things, be guaranteed continuous access to drinking water in permanent housing facilities, and pain relief must be used during painful procedures.

Replacing environmental permits with notification
Some activities currently requiring an environmental permit will move to a lighter notification procedure. The reform will speed up the launch of projects and reduce the administrative burden on businesses and authorities.

Easing environmental permit procedures
The requirement for an environmental permit will be abolished or replaced with a lighter registration procedure for several low-emission activities, such as concrete batching plants and rescue helicopter landing sites. In addition, free official guidance will be offered electronically to permit applicants to streamline the application process.
