Extending the last pension institution principle
Pension applicants will receive their earnings-related pension through a single decision even when their career includes working at the Bank of Finland or in Åland's public sector. In addition, pension institutions' access to health data will be sped up by enabling electronic retrieval of data directly from the Kanta services.

Earnings-related pension institutions will be allowed to take more risk in their investment activities to pursue higher returns, and more funds will be pre-funded for future pensions. Safeguarding supplementary pension and sickness funds
Supplementary pension foundations and funds established earlier will be allowed to continue their operations to their previous extent to pay voluntary supplementary pensions. Small sickness funds and other insurance funds that have received an exemption will also be permitted to continue operating below the statutory minimum size.

Rental housing financing and remote meetings
Subsidiary housing companies of earnings-related pension companies will continue to be allowed to take on debt to build rental housing until the end of 2027. At the same time, insurance companies will be enabled to hold remote and hybrid general meetings under the exact same rules as other limited liability companies.

The regulation governing pension foundations, pension funds and insurance funds will be reformed and divided into three clearer acts. The reform will make it easier to establish and operate pension foundations and funds by lowering their required minimum size.

Rules on the governance, supervision and information provided to insured persons by pension foundations and funds offering voluntary supplementary pensions will be reformed. Insured persons will begin receiving an annual free pension benefit statement on accrued pension rights and pension projections.
