    Reforming energy certificates and emissions calculation

    Information on whole life-cycle climate emissions will be added to energy performance certificates for buildings, and a voluntary building renovation passport will be introduced to support renovation planning. Requirements for calculating carbon footprints and complying with limit values for new buildings will be phased in to cover all new buildings, including detached houses.

    Abolishing ARA and transferring tasks

    The Housing Finance and Development Centre of Finland (ARA) will be abolished as a separate agency, and its duties will be transferred to a new Centre for State-subsidised Housing Construction established under the Ministry of the Environment. From 1 March 2025, the new centre will be responsible for granting state housing subsidies, supervising the housing stock, and carrying out the agency's other statutory responsibilities.

    The act on the energy certificate system for buildings will be updated to comply with the EU General Data Protection Regulation and other energy legislation. The name of the person who prepared an energy certificate will no longer appear alongside the energy certificate of an individual building in the public online service.

    The obligation concerning energy certificates will be extended to cover detached civil defence shelters and greenhouses, among others. At the same time, the terminology of energy certificates will be clarified and harmonised with other building legislation.
