Transferring ambulance transport from Kela
The financing and organisation of ambulance transport will be transferred entirely from Kela to the wellbeing services counties from the beginning of 2028. At the same time, client fees for health and social services will begin to be increased annually in line with cost developments in the wellbeing services counties.

Protecting emergency and police work
Obstructing or threatening police, emergency medical and rescue service workers and damaging emergency vehicles and equipment will carry harsher penalties. The reform will improve the safety of emergency personnel and ensure that help arrives in emergency situations.

Organising emergency medical services in regions
Emergency medical services will be transferred to the responsibility of regions as part of the health and social services reform. A national Päivystysapu helpline will be established for citizens alongside the emergency number.

Kela reimbursements for private doctors, dental care and patient transport will be abolished. The corresponding public funding will be transferred to the future regions as part of the health and social services reform.

Transferring rescue services to regions
The responsibility for organising rescue services will be transferred from municipalities to the regions to be established from 1 January 2019. At the same time, central government steering will be strengthened and rescue departments' opportunity to continue providing emergency medical services will be safeguarded.

Reforming hospital and emergency networks
Demanding specialised medical care and 24-hour comprehensive emergency care will be centralised in 12 hospitals. Health and social services emergency departments will be combined in the same premises to improve service quality and safety.
