Establishing educational equality funding in law
Funding promoting educational equality in early childhood education and care and pre-primary and basic education will be established in law as a permanent government grant. The grant can be awarded to providers of education and early childhood education and care for four years at a time instead of through an annual application process.

Trial of two-year pre-primary education
A trial will be launched in Finland for 2021–2024 in which some children will start free pre-primary education at the age of five. The trial will examine the effects of two-year pre-primary education on children's learning, development, and educational equality.
