Reforming extradition rules for offenders
Finnish citizens or long-term residents of Finland will be able to be extradited more flexibly to another EU or Nordic country to serve a prison sentence or stand trial. Decisions on extradition will always be based on a court's case-by-case assessment.

Tax credit for clean transition investments
Finland will introduce a new tax credit for large industrial clean transition investments. Companies will be able to deduct part of the costs of climate-friendly projects worth at least 50 million euros from their future corporate income taxes.

Extending forest damage compensation
The state may continue to compensate landowners for costs incurred in combating extensive forest damage and for tree growth losses until the end of 2027. In addition, exemptions from root rot control during felling can be made in exceptional situations, such as during shortages of control agents.

Harmonising VAT on educational services
The exemption of educational services from value added tax (VAT) will be tied clearly to Finnish legislation. As a result, foreign fee-charging degree programmes sold in Finland will become subject to VAT in the same way as equivalent domestic education.

Retaining hydrographers in seafarer pensions
Hydrographic survey vessels will not be included in the crew support scheme for shipping companies, as the European Commission did not approve the amendment. Employees working on these vessels will nonetheless continue to be covered by the Seafarer Pensions Act.

Data on business subsidies granted by the state will be gathered into a single centralised information system. The reform will make business subsidies more transparent and enhance monitoring and research concerning them.

Reforming emissions trading data and verification
Installations covered by emissions trading will have to submit their production and emissions data to the European Commission for the allocation of free emission allowances. Official accreditation will begin to be required of verifiers reviewing free allocation data.
