Permitting nuclear weapon import and transit
Finland will permit the import, transport and possession of nuclear weapons as part of the collective defence of the military alliance Nato or defence cooperation. The manufacture, acquisition and detonation of nuclear weapons will remain completely prohibited in Finland.

Penalties for violent and abuse imagery
Possession of image and video material depicting graphic violence will become a punishable offence carrying a fine. In addition, a new aggravated offence with harsher prison sentences will be introduced for the possession of images sexually depicting a child.

Banning possession of radio jammers
The unauthorised import and possession of radio jamming devices, such as GPS jammers, will become punishable. Such devices may be possessed and used only with an official permit, for instance for research, industry, or official duties.

Streamlining and digitising firearms licensing
Acquisition and possession permits for firearms will be combined into a single firearm licence that can be applied for electronically, and the aptitude test for licence applicants will be abolished. The requirement to present firearms at police stations will be curtailed, and firearms dealers will begin entering firearms data directly into the police's electronic system.
