Stricter regulation of electric scooters
A blood alcohol limit of 0.5 per mille will be introduced for electric scooters and similar motorised micromobility devices, and commercial hire of them will require a municipal permit. The police will have the right to breathalyse riders, and municipalities will be able to restrict the speed, number and parking of rental scooters.

Mandatory insurance for rental e-scooters
Mandatory motor liability insurance will be introduced for all rental electric scooters and for light electric vehicles weighing more than 25 kilograms or having a speed exceeding 25 km/h. In addition, injuries caused by drivers to themselves in motorsport competitions will no longer be compensated under motor liability insurance.

Securing covid-19 vaccine injury compensation
The state will guarantee pharmaceutical injury insurance covering potential adverse effects of covid-19 vaccines. As a result, people receiving the vaccine will have the same insurance cover as for other vaccines and medicines.

Restoring secondary status of patient injury compensation
Compensation for loss of earnings paid for patient injury will become secondary in relation to earnings-related pensions. The change clarifies the payment of compensation to the injured party and reduces bureaucracy between insurance institutions.

Reforming liability for hazardous maritime transport
Finland will implement an international convention on compensation for damage caused by hazardous substances carried by sea. Shipowners will be subject to strict liability and mandatory insurance, supplemented by an international compensation fund.

Improving and clarifying patient injury cover
The patient insurance system will be reformed and the legal protection of patients in injury situations improved. Patients will also be able to receive compensation for defects in devices implanted in the body and for vocational rehabilitation necessitated by an injury.

Finland will accede to an international convention on passenger ship liability and update the Maritime Code. Compensation protection and rights for passengers in cases of personal injury and luggage damage will also be improved in domestic waterborne transport.

Reforming the motor liability insurance system
The Motor Liability Insurance Act will be reformed, speeding up the processing of claims and giving insurance companies greater freedom in pricing premiums and bonuses. Personal injuries sustained by drivers participating in motorsport competitions will be excluded from the scope of statutory motor liability insurance.
