Improving special-needs housing grants and rights
State support could be used to build service facilities in connection with sheltered housing for older people that will also serve other local residents. In addition, residents in sheltered housing would be guaranteed an official tenancy agreement and the tenancy rights that come with it.

Reforming public-benefit rules for rental housing
Developers of new state-subsidised rental housing will no longer be required to hold public-benefit corporation status; instead, requirements will be applied directly to individual projects. At the same time, the maximum return permitted to owners will be cut and official oversight tightened.

Closing the wind power feed-in tariff scheme
The wind power feed-in tariff scheme will be closed to new projects once the statutory quota is filled. Entry into the scheme will require a valid quota decision, which will remain valid until the beginning of November 2017 at the latest.
