Raising aftercare age for unaccompanied minors
The upper age limit for support measures for young people who arrived in Finland as unaccompanied minors and have been granted a residence permit will rise from 21 to 25. The state will reimburse municipalities for the costs of young people's housing and support services up to the age of 25.

Lowering child welfare after-care age
The age limit for child welfare after-care will be lowered from 25 to 23 years. At the same time, responsibilities for organising early childhood education and care for children placed in care and the division of costs between municipalities will be clarified.

Adjusting after-care age limits
The final payout age for child welfare independent living allowance will rise to 25 and the definition of a young person will expand to cover 18–24-year-olds. At the same time, it is clarified that extended after-care applies to children and young people who are receiving support at the start of 2020.
