Streamlining land-use planning
Finland's land use legislation will be reformed to streamline land-use planning and promote investments. The reform eases guidance from the regional land use plan, sets a minimum distance for wind turbines, and strengthens landowners' right of initiative in planning.

Extending the lighter building regulations trial
The experiment with more flexible building and planning regulations applied in Helsinki, Vantaa and Turku will be extended until the end of 2024. The experiment streamlines housing construction by allowing building permits to be granted before a plot is partitioned.

Centralising built environment data
A national digital information system will be created in Finland to bring together information on land use planning and building in one single place. Plans and plot divisions will be drawn up in a standardised, machine-readable data model format.

Clarifying assessment of cross-border planning impacts
Finnish land use planning rules will be clarified in the event that a plan has significant environmental impacts on the territory of another state. Notification of and consultations with neighbouring states will be regulated in greater detail than before.
