Pledging fishing quotas as loan collateral
Commercial fishers will be able to pledge the rights of use to their fishing quotas as collateral for bank loans for investments. At the same time, the conditions for trap net fishing of Baltic herring will be eased and the forfeiture of fishing rights to the state will be prevented where fishing has been hindered by fishing bans or poor catches.

Reforming Teno River fishing rules
A new fishing rule between Finland and Norway will be introduced for the Teno River water system to revive weakened salmon stocks. Commercial fishers will have to report their company's ownership structure annually when applying for fishing quotas. This will enable authorities to monitor more effectively than at present that fishing quotas do not become excessively concentrated among the same owners.

Easing catch reporting for small vessels
Fishing vessels under ten metres in length will no longer have to submit a catch report for months when no fishing took place from the vessel. The change will reduce paperwork for coastal fishers and the authorities.
