Foreign health care professionals will be able to come to Finland to assist during severe crises and disruptions without a Finnish licence to practise or registration. The change will make it possible to receive international medical assistance quickly, for example during states of emergency or major accidents.

Aligning Defence Forces tasks with NATO
Participation in NATO's collective defence will be added to the statutory tasks of the Finnish Defence Forces. At the same time, operations by allied forces and the movement of equipment in Finland will be facilitated.

Enhancing authorities' operations abroad and assistance
Finnish authorities will be able to act and support each other abroad independently based on Finland's own needs without a request from another state, for example in evacuation and crisis situations. At the same time, co-operation with key international partner countries will be facilitated and decision-making on urgent security threats accelerated.

Transferring rescue services to regions
Responsibility for organising rescue services will transfer from municipalities to regions from the beginning of 2021. At the same time, vocational qualification training in the rescue sector and the organisation of regional national defence courses will be centralised nationally at the Emergency Services Academy Finland.

The ability of the police, rescue services and the Finnish Border Guard to provide and receive international assistance will be streamlined. At the same time, decision-making as well as officials' powers and rights to use force in crisis situations will be clarified.

Enabling international military assistance
The Finnish Defence Forces will be able to provide and receive international military assistance on a broader scale than before and use force in these duties if necessary. The amendment would also clarify the status of Finnish personnel abroad and the powers of foreign troops in Finland.

Clarifying decision-making on international assistance
Clear rules will be established in Finland on how the highest state leadership decides on providing or requesting international assistance to and from other countries. The procedure covers, in particular, assistance obligations under EU treaties as well as crisis situations requiring military force or extensive resources.

Extending criminal protection for UN personnel
Finland will approve an international protocol on the safety of UN personnel. Legal protection will extend beyond peacekeepers to UN workers operating in humanitarian aid and peacebuilding.
