Reforming upper secondary studies and matriculation
Upper secondary studies will move from courses to study credits, and students will be guaranteed better support for learning and personal study guidance. At the same time, restrictions on retaking matriculation examination tests will be abolished and upper secondary schools will be required to cooperate with higher education institutions.

Enabling international military assistance
The Finnish Defence Forces will be able to provide and receive international military assistance on a broader scale than before and use force in these duties if necessary. The amendment would also clarify the status of Finnish personnel abroad and the powers of foreign troops in Finland.

Expanding international protection for record producers
Finland will remove old restrictions it made to international copyright conventions. The nationality of a music producer will be sufficient to guarantee copyright protection regardless of the country in which the recording was made.
