    The cooling-off period for senior state leadership and key personnel in the Finnish Defence Forces can be extended to up to one year, and special advisers to ministers will be required to declare their private interests. At the same time, it will be made easier for a civil servant dismissed on production-related or financial grounds to be employed by another state agency without an open application procedure.

    A state civil servant could be transferred for a fixed term to work partly in another agency or outside central government. In addition, provisions on paid cooling-off agreements lasting up to one year and on leave to appeal to the Supreme Administrative Court would be added to the act.

    Provisions on the Advisory Board on Civil Service Ethics will be laid down in the State Civil Servants Act. The independent body provides state agencies with advisory opinions and recommendations on ethical matters concerning civil servants.
