The proposal updates the rules on the approval of mobile machinery and vehicle emissions to comply with EU requirements. In addition, the reporting of company vehicle information will be streamlined and the vehicle inspection supervision fee will be increased.

Repair shops' access to vehicle security data
Independent car repair shops and their employees will be able to order a criminal record extract to prove their reliability and obtain authorisation to access protected vehicle security information. At the same time, the authorities will receive the right to check the background information of vehicle inspectors directly from the fine register.

Banning emissions tampering and automation trials
The sale, installation and use of vehicle emissions defeat devices in road traffic will be prohibited under threat of substantial sanctions. In addition, trials of automated vehicles on public roads without a driver will be enabled, and conversions of vehicle power sources will be made easier.

Reforming military vehicle regulation
Provisions on military vehicles will be gathered into a new dedicated act and separated from general vehicle legislation. At the same time, provisions will be enacted on the approval and supervision of foreign military vehicles arriving in Finland.

Implementing international vehicle inspection rules
Finland will bring into force nationally the updated rules of the international agreement on vehicle inspections. The new regulations concern vehicle inspections of electric, hybrid and gas vehicles in particular, as well as harmonising inspection intervals with EU rules.

Easing vehicle inspection requirements
Vehicle inspection licences will become company-specific, allowing a single licence to cover all vehicle categories and removing the obligation for stations to offer all inspection services. At the same time, training requirements for vehicle inspectors will be eased and the regulation of taximeters in taxis clarified.

Streamlining ship safety regulation and inspections
Ship inspection and safety practices will be simplified, and the reporting of passenger data to authorities will be reformed. Certain vessels will be able to switch to self-monitoring for inspections, and traditional vessels will be allowed dedicated rules that take their special characteristics into account.
