A new forestry support scheme
State subsidies for private forest owners would be reformed under a new seven-year incentive scheme. Support for seedling stand management could be applied for after the work is completed, and instead of ditching peatland forests, support would be provided for water protection and comprehensive planning.

Extending the forestry subsidy scheme
The validity of the forestry subsidy scheme will be extended by three years until the end of 2023. Private forest owners will be able to apply for government support for forest management and nature management projects without interruptions between subsidy periods.

The Finnish Forest Centre will be able to grant certain forest management subsidies automatically without processing by an official. This will speed up decisions on applications and the payment of subsidies to forest owners.

Clarifying forestry subsidy rules and deadlines
Rules governing Kemera forestry subsidies will be amended so that investment funds are excluded from support. At the same time, deadlines for tending seedling stands and managing young stands can be shortened by government decree to make the use of subsidy funds more efficient.

Cutting forestry subsidies and root rot control
Forestry subsidies will be cut and support for root rot control will be abolished to achieve state savings. At the same time, root rot control during felling will become a statutory obligation.
