Tightening conditions for permanent residence permits
Obtaining a permanent residence permit in Finland will, as a rule, require six years of residence as well as skills in Finnish or Swedish and work experience. However, the permit can be obtained faster with sufficiently high income, excellent language skills or by completing a higher education degree in Finland.

Combining and streamlining language examinations
Language examinations for public administration will be merged into the National Certificates of Language Proficiency, and examinations can also be taken in subtests. At the same time, examination certificates will become electronic and results will be made available in the My Studyinfo service.

The civil service language examination demonstrating excellent proficiency in Finnish or Swedish will become free of charge for upper secondary school graduates and higher education students. Candidates may register free of charge up to three times per examination component.

Clarifying child citizenship and residence rules
Children of a Finnish parent and children adopted to Finland will obtain Finnish citizenship automatically by operation of law without a separate declaration procedure. In addition, the rules for calculating the required period of residence and permitted trips abroad for a citizenship application will be simplified.

Recognition of healthcare professional qualifications is facilitated and supervisory cooperation between authorities across the EU is enhanced. At the same time, authorities are given better opportunities to verify that professionals arriving from abroad have sufficient language proficiency.
