Updating trade rules for seal products
Finnish legislation is brought into line with EU rules prohibiting the commercial sale of seal products, with an exception only for hunts conducted by indigenous communities. Domestic seal products cannot be placed on the market, and the supervision of imported products is clarified.

Reforming electronic client data processing
The processing of client data in health and social services will be reformed, and Kanta services will be expanded to cover social services as well. In healthcare, broad patient consent will be abandoned, and citizens will be given the opportunity to save their own wellbeing data in the national system.

Countering drones in prison areas
Prisons will receive the right to intervene in the movement of unauthorised unmanned aircraft and vehicles in prison areas using technical devices and force. In addition, prison staff will be given the option to use spit hoods against aggressive prisoners.

Restricting cultivation of genetically modified crops
Finland will be able to prohibit or restrict the cultivation of genetically modified crops in its territory, even if a crop has EU-level approval. Decisions on cultivation bans will be made by the Government.

Supervision of online store geoblocking
The Consumer Ombudsman will be tasked with supervising that online stores and service providers do not impose unjustified purchase or territorial restrictions on consumers based on place of residence or nationality. At the same time, authorities in EU countries will be enabled to bring actions for an injunction against rule-breakers operating in Finland.

Reforming visa reviews and DNA sampling
Processing of requests for administrative review of negative visa decisions will be transferred from missions abroad to the Ministry for Foreign Affairs, and a fee will be charged for processing. The applicant will be able to take the DNA sample required for a residence permit themselves under official supervision, without a healthcare professional.

Reforming recognition of healthcare qualifications
Recognition of healthcare professional qualifications is facilitated and supervisory cooperation between authorities across the EU is enhanced. At the same time, authorities are given better opportunities to verify that professionals arriving from abroad have sufficient language proficiency.
